Starting or Stopping Service

How do I start utility service?
Residents can start service by calling or email the clerk at City Hall. A valid photo ID and deposit may be required.

How do I stop utility service?
Please contact City Hall at least 24–48 hours before your requested shut-off date to schedule final billing.

Can utility service be transferred to another person?
No. Each customer must complete a new application and meet all account requirements.

Billing & Payments

When are utility bills due?
The due date for the bills is the 20th of each month.

What payment methods are accepted?
The City accepts:
• Cash
• Check
• Debit/Credit Cards (3% additional charge)
• Online Payments (3% additional charge)
ACH – Automatic Bank Draft

Can I pay my utility bill online?
Yes. Residents can make payments through the city’s online payment portal.

What happens if my bill is late?
Late payments may result in penalties, additional fees, or service disconnection.

Can I set up automatic payments?
Yes. Auto-pay enrollment forms are available at City Hall or online.

Why is my utility bill higher than usual?
Higher bills can result from:
• Seasonal water usage
• Leaks
• Running toilets
• Lawn watering

Landlord / Tenant Utility Responsibilities

Who is responsible for setting up utility service?
The owner of the property is responsible for utility account and payments.

Can utility accounts remain in a landlord’s name?
Yes, landlords are required to have the account in their name.

Who is responsible for unpaid utility bills?
Responsibility for unpaid balances is the owner of the property.

Can utility service be transferred between tenants?
No, the service can only be transferred between owners.

Can utilities be disconnected at a rental property?
Yes. Services may be disconnected for nonpayment or failure to comply with City utility regulations. Proper notice procedures will be followed in accordance with local ordinances and state law.

Service Disconnection & Reconnection

When can my utility service be disconnected?
Service shall be disconnected for nonpayment after 30 days and proper notice has been provided.

What fees are charged for reconnecting service?
Reconnect fees are $50 at time and date service is restored.

Can payment arrangements be made?
Residents experiencing hardship should contact City Hall as soon as possible to discuss available options.

Water & Sewer Questions

What should I do if I suspect a water leak?
Check faucets, toilets, outdoor spigots, and appliances. If you believe the leak may be city-related, contact City Maintenance immediately. 815-493-6832

Why is my water discolored?
Temporary discoloration may occur due to hydrant flushing or maintenance work. Running cold water for several minutes often clears the issue.

Is my water safe to drink?
Yes. The City regularly tests drinking water to meet all state and federal safety standards.

Why is my water pressure low?
Low pressure may result from maintenance work, leaks, or high-demand usage periods.

Trash & Recycling

What day is garbage pickup?
Pickups are Wednesday. Please refer to the city calendar or contact City Hall for holidays.

What items can be recycled?
Common recyclable items include:
• Cardboard
• Paper
• Aluminum cans
• Plastic containers

What should I do if my garbage was missed?
Contact the City or waste provider within 24 hours of your scheduled pickup.

Outages & Emergencies

Who do I contact for a utility emergency after hours?
Call the city’s maintenance number, city hall, or non emergency number for urgent issues such as:
• Water main breaks
• Sewer backups
• Power outages
• Gas odors

What should I do during a water main break?
Avoid the affected area and report the issue immediately to the City.

Can I view my usage history?
The city has a flat rate for all residents so this is not available currently. Businesses with meters can contact city hall.

Senior Citizen Utility Discount

Does the City offer a senior citizen utility discount?
Yes. Eligible senior citizens may qualify for a utility billing discount.

Who qualifies for the senior citizen discount?
Eligibility requirements may include:
• Being at least 65 years of age
• Being the primary account holder
• Living at the service address as a primary residence

How do I apply for the discount?
Bring your proof of age and residency to City Hall during the hours of operations for the clerk to apply discount to your account.

When will the discount appear on my bill?
Once approved, the discount will be applied to future utility bills.
